Risk Management and Monitoring PlansÂ
RMMPs that identify real risks and satisfy your EPA G05/C05 licence conditions — and that can actually be implemented.

Operational experience. Practical solutions.
An RMMP that your team can't actually follow on a normal day isn't a compliance document — it's a liability. We build ours to be used, not just filed.
What is an RMMP?
A Risk Management and Monitoring Program (RMMP), is a written, site-specific document detailing how your business identifies, controls and monitors environmental risks.
Â
Under EPA Victoria and the Environment Protection Act 2017, an RMMP is your operational roadmap for preventing pollution and minimising harm to human health and the environment.
Key components of an RMMP
An effective RMMP outlines a continuous risk-mitigation cycle rather than a static, set-and-forget document:
Â
-
Site & activity description:Â maps all current and historic operational processes, chemical usage and waste streams specific to your facility.
 -
Risk identification: A good RMMP is informed by a quality risk assessment (environmental risk and fire risk).  The RMMP identifies potential environmental hazards — runoff, air emissions, soil contamination, noise — and sets out how they will be monitored, to reduce the risks.
 -
Monitoring & inspection program:Â defines what's measured, how often, using which trigger points, and who is responsible for verifying controls work as intended.
 -
Incident & emergency response:Â procedures for responding to spills, critical control failures, or unexpected releases.
 -
Review & continuous improvement:Â regular review schedules and management-of-change procedures to keep the plan current.

Do you need an RMMP?
01
Demonstrating the General Environmental Duty (GED)
Victoria's Environment Protection Act 2017 centres on the General Environmental Duty (GED), which requires anyone whose activity poses a risk of harm to human health or the environment to eliminate or minimise that risk so far as reasonably practicable (SFARP).
Â
An RMMP is your documented proof that you're actively identifying and managing those risks.
02
Mandatory Permission Condition (G05 / C05)
Holding an EPA permission — such as an EPA Operating Licence, Development Licence, Pilot Project Licence, or specific Permit — legally obligates you to maintain an RMMP where the permission includes standard G05 or C05 risk management conditions.

If you have this condition on your permission document, you need an RMMP.
03
Regulatory Compliance & Enforcement
EPA Victoria officers can request to inspect an RMMP at any time.
Â
Failing to produce an adequate, up-to-date, signed-off program is a breach of licence conditions — exposing your business to regulatory notices, substantial fines, or operational suspension.
How CRA can help
We come to site to get a thorough understanding of your operations.
Â
Our operational background means we understand your business more deeply than a standard environmental consultant would — and understanding how the site actually runs is critical to designing controls that hold up in real-world conditions.
Â
We work through the process with you, drawing on our own experience, then develop the RMMP specifically for your business and activity.

Don't have an environmental risk assessment? Â We can help with that too.
